Germany declares war on Russia. World War I Person/persons involved in actually making the declaration.?

Question

Find the First World War as inexplicable today as I had done the first time I read a little on it. Now reading another book and it states that Germany declares war on Russia 1 August 1914. The book is good as it gives background to the assassination and telegrams including the build up. But the war declarations do not provide who did what. Wondering??

The Imperial German Government have used every effort since the beginning of the crisis to bring about a peaceful settlement.  In compliance with a wish expressed to him by His Majesty the Emperor of Russia, the German Emperor had undertaken, in concert with Great Britain, the part of mediator between the Cabinets of Vienna and St. Petersburg; but Russia, without waiting for any result, proceeded to a general mobilisation of her forces both on land and sea.

In consequence of this threatening step, which was not justified by any military proceedings on the part of Germany, the German Empire was faced by a grave and imminent danger.  If the German Government had failed to guard against this peril, they would have compromised the safety and the very existence of Germany.

The German Government were, therefore, obliged to make representations to the Government of His Majesty the Emperor of All the Russias and to insist upon a cessation of the aforesaid military acts. Russia having refused to comply with this demand, and having shown by this refusal that her action was directed against Germany, I have the honour, on the instructions of my Government, to inform your Excellency as follows:

His Majesty the Emperor, my august Sovereign, in the name of the German Empire, accepts the challenge, and considers himself at war with Russia.

Wasn't just Germany - it was the Central Powers after Archduke Franz Ferdinand (heir to the Austro-Hungarian throne) was assassinated by Serbian national Gavrilo Princip. The ultimatum to the Serbian Kingdom is what set off the alliances and fighting afterward.,

His assassination caused the Central Powers (Austria-Hungary, Germany) to declare war on Serbia and other nations, including the Allies (at the time, the UK, France, and Russia). Later, the Ottoman Empire and Bulgaria joined the Central Powers, while the U.S. and Japan joined the Allies. 

While the assassination was intended to settle a regional score, it quickly deteriorated into a worldwide melee.

Austria invaded Serbia who was a big ally of Russia, Russia defended Serbia and responded by declaring war with Austria. So Germany came to the Aid of Austria and declared war on Russia. 

Russia was the first one to make a move and invaded East Prussia, they were successful at first but later forced out of what is today Poland and really just went downhill from there until them ultimately pulled out of the war in 1917.
