Research for a story: Infrared and thermographic scanners?

I hope military buffs can help on this one.

I have my characters (Two guys) on a boat, at night, mild climate ocean, near a small island.

There are choppers patrolling the area. They are NATO and US forces.

Question1: Would they have Infrared or thermographic scanners, or both?

Question2: What would my two characters need to do to avoid detection on those scanners?

Maybe the seals or delta force may have this equipment but a soldier would only have NVG.
since i am niether of these soldiers I cannot answer question two.
