water suction?

Week 1: When I fill a sink with water, the water will start to swirl and create a little tornado at a certain height in the sink when I unplug it.

Week 2: I do the same thing fill the sink with water and unplug. This time the little tornado does not form till it reaches half the height of last week.

Does the formation of when the little tornado appears indicate blockage of the drain?

    No, it is more an indication of residual turbulence in the water before the drain is opened.
