It IS a moving violation. If the vehicle is moving without being properly registered, it is a moving violation. If it is PARKED without being properly registered, it MAY only be a parking violation.

Why is this even a question? Do you think the cop lied to you? Parking codes are set by each municipality, not the state and involve PARKING. The registration is set by the state and involve the MOVEMENT of vehicles on the roads.

if its a moving violation what makes you think you will find it under the parking regulations?

its illegal to operate a vehicle without proper registration = moving violation
