Not at all. I'd say children can't consent to being used as a sex toy at all. So the age of consent should be 18, or, better, 21. If an adult has sex with a minor, he should be locked up and spend years in the bend over position to get a taste of his own medicine. There's a lot of things to do as a teenager. Sucking c*ck or spreading one's legs for an older man is not one of those things. There's plenty of time to do that when the brain has developed sufficiently to grasp the implications.

There is no scenario where Jack and Jill can have sex legally, but sex becomes illegal after an arbitrary date in the future. Either the younger party is old enough to consent, or they aren't.

In the UK, the age of consent is 16 and there's a de facto close in age exemption. This seems to work fairly well.

if you were dating and 1 of you becomes adult age you can still date and have sex because of how close your ages are and the fact that you were already dating

but if you (adult) meet someone (minor) any sex can put the adult in jail - BUT they even have rules that can make it alright

there are many laws and rules that apply to them you have to read more than the headline
