Is the airport tax imposed in Indonesia legal?
The near monopolistic company Angkasa Pura imposes an airport tax at airports such as Bali, Jakarta or Surabaya for passengers among depature ranging from 20.000 Rupiah for domestic departures to 180.000 Rupiah for international departures. My question is now: Is this even legal? All airline tickets state to be inclusive of airport taxes, but apparently you have to pay again at the airport. So one party is lying here. Either the airport authorities are not entitled to collect the tax, or the airlines did not pay for the taxes. This really bugs me, as I have been living in Indonesia for some time and do business here, meaning I fly regularly. Its not so much about the money, but about the principle. I am just not seeing me paying twice every time and into the company's owner's or some dirty politician's pocket. Cause I am 99% precent sure (after knowing this country quiet well) that this is where its going. I'm not even blaming them, cause they were smart enough to set this profitable monopoly up, but I guess its about time someone brings it down. Garuda Indonesia, the national carrier, is exempting its passengers from this tax btw.. So there is definitely a way around it.

Airport Tax is levied on passengers as follows:
a. International flights departing from:
- CGK, DPS, SUB: IDR 150,000.-;
- BTJ: IDR 115,000.-;
- HLP: IDR 80.000.-;
- AMQ, BIK, BPN, BTH, JOG, LOP, MDC, MES, SOC, TIM, UPG: IDR 75,000.-;
- BDO, PDG, PKU, PLM, PNK: IDR 60,000.-;
- KOE, TNJ: IDR 50,000.-;
b. Domestic flights departing from:
- CGK, DPS: IDR 40,000.-;
- all other airports vary from IDR 13,000.- to IDR to 30,000.-.
Place of payment: Airport of departure.
Exempt:
1. Children under 2 years, provided not occupying a seat in the aircraft.
2. Transit passengers in possession of through tickets and continuing their journey the same day (not applicable in Jakarta unless passengers stay within customs area/ transit room).
3. Officials on duty - with a travel order - of the Directorate General of Air Communications.
4. Official guests of the Indonesian government.
5. Crew members.

I'm not sure whether this is legal or not.
When I booked airlines ticket I saw three descriptions: base fare, fuel surcharge, and tax. The tax is 10% from gross price. I concluded that this tax is not same with airport tax.
Several months ago (correct me) Garuda Indonesia cut off bureaucratic process. That company include airport tax on its issued tickets. The implication is passengers are no longer to pay airport tax in airport. The passengers will pay it together with the ticket, and Garuda Indonesia will pay that airport tax to Angkasa Pura.
