Yes i did use the system check tool and it says my CPU failed. The results bar goes about 3/4 of the way to the minimum line. The results seem contradictory.
Here are the results:
FAIL CPU
Minimum: Pentium 4 2.4 GHz/ Athlon 64 2800+ (Intel & Athlon 1.8 GHz Dual Core or better supported)
You Have: AMD Athlon(tm) II P320 Dual-Core Processor
PASS CPU Speed
Minimum: Pentium 4 2.4 GHz/ Athlon 64 2800+ (Intel & Athlon 1.8 GHz Dual Core or better supported)
You Have: 2.09 GHz Performance Rated at: 2.508 GHz

Have you tried this? http://www.systemrequirementslab.com/cyri
FWIW, your processor benchmarks better than ANY Pentium 4 processor in Passmark's CPU Benchmark List.

A AMD Athlon II P320 Dual Core Processor is much more powerful that a Intel Pentium 4 so you should be okay running fallout or call of duty 4.

sure, an previous 3.06Ghz Pentium-D will probable bottleneck something greater than a GeForce 9600GT or Radeon 4830. you will see no distinction between $ninety 9 enjoying cards like the Radeon 4770 and $199 enjoying cards like the 4890 by way of fact the CPU can no longer save up with the two.

Your CPU has two cores, each of which is twice as fast as a 2.4 GHz Pentium 4. You'll have no problems.
Update: I agree with you, those results make no sense.
