Microsoft Expression is Free! It's exclusively for web development.

You aren't going to get something with as many bells and whistles as Dreamweaver for free but there are plenty of HTML editors out there. Aptana Studio is based off of the popular open source Eclipse IDE. It's a full-featured IDE, with support for many popular web scripting languages. It isn't a What-You-See-Is-What-You-Get editor (you actually have to write the HTML, no drag and drop components) but it does have code completion and syntax highlighting and it will let you view the site in whatever web browsers you have on your machine as you code. http://www.aptana.com/

If you really want WYSIWYG, you can try Microsoft's Visual Web Developer Express. I haven't used it, but it does have a drag-and-drop web site designer.

Screem rocks pretty hard if you use linux. but in all honesty, I literally do 90% of my web coding (php/html) in notepad++. the other 10% is done on the server using vim.
