Why would not the falling soldiers in Fort Hood receive the Purple heart?

There were in act of duty and they were killed by a terrorist in what considered an act of war. Why wouldn't Obama accept the fact this was a terrorist act? "Allah o akbar" has always been used when Muslims are attacking on in the verger of attack.

It will have to be officially declared a Terrorist Act for them to receive Purple Hearts. 
It may happen, might not. 
I served with a guy that received Purple Heart for getting hit with shrapnel when a car bomb exploded in front of HQ building at Rhein-Main in 85. This was clearly a Terrorist Act. 
Just wait for the investigation to unfold. there is much we don't know about this guy.

What terrorist group did he belong to ?

There are guidelines as to what constitutes a terrorist attack, so far, they do not have enough evidence to make a determination that this was a terrorist attack.

Service members are authorized a purple heart if injured during a terrorist attack.

IE: the service members injured or killed on 9/11, were awarded the purple heart.

It was a terrorist act, a PREMEDITATED Terrorist act, you do not need to belong to a group or organization to be a terrorist (Timothy McVeigh OK City), But the main thing is the designation that it was a terrorist attack is what is holding up the purple hearts.

It does not look like a terrorist attack. It looks rather like one of those school shootings. And school shootings had one thing in common - all school shooters were on psychiatry drugs that drove them mad.

If it is proved that Major Hasan acted as a terrorist when he betrayed everything his uniform stands for and attacked fellow Soldiers, they will qualify for the PH. 

If it is proved that he is just a lunatic who snapped they won't qualify.
