How many Seals and Rangers would it take to deal with the Somali Pirates?

If it was a large oil liner, it would most likely be a 12 man team boat assault. Probably with 3 assault points. One at the back of the boat one at the front and one at the side. Split up in the 4 man teams they would start at the control tower and work there way around the ship. It would most likely be seals not rangers

Zero. That is not what any of them do. These are not one big group working together as "Pirates" with the Jolly Roger flying high on the mast.

1 Carrier Battle Group with a Marine Force and a full compliment of British, French, Indian and Russian Cruisers and Frigates to blow anything that comes to sea from any port within Somalia.

The shippers need to put armed pro's on the ships and also blow any approaching boat to Davey Jones.
