How could high intensity lighting reduce vandalism?

I read the following short passage and couldn't figure out how high intensity lighting reduces vadalism. Do you have any idea?

"Last October the city of Belleville installed high intensity lighting in its central business district, and vandalism there declined almost immediately. The city of Amburg has recently begun police patrols on bicycles in its business district but the rate of vandalism there remains constant. Since high intensity lighting is apparently the most effective way to combat crime, we should install such lighting throughout Amburg. By reducing crime in this way, we can revitalize the declining neighborhoods in our city."

    When my town was building a mall, we learned that high intensity lighting does NOT deter crime, because it creates greater contrast between light and dark - thus creating super dark corners in which to hide.

    The better solution was softer lighting - but more of it. It created a warmer friendlier feel to the area, caused less light pollution and made the area safer.

    With intensity light everything is visible and so for example if you can light up all the alley and backdoors and then there is actually no place to hide from cops and do drugs.

    And most importantly, with cameras in every corner, with better light the pictures taken by security cameras are far more clearer and it also enhances the range the camera can cover.

    But high intensity light can also create high intensity darkness . For example, the shadow behind the dumpster would be much darker and sharper and due to the high intensity light, someone from the light wont detect anything behind the shadows.

    If people can do violence in the day, then there is no point lighting up when its dark. And it has some bad effect on nature.

    Because people are less likely to commit a crime when they feel that they'll be seen.

    It won't STOP crime completely, but it would help.

    If you look into you notice that the MAJORITY of crimes such as vandelism, burglery and destruction of property occur at NIGHT.

    the brighter it is the more scared kids are they'll get caught
