As a previous poster mentioned you must be a legal resident of the USA to join the US armed Forces.

There still is a military relationship between the US and R. of the Philippines.

No we no longer have that relationship with the Phillipines anymore. Filipino's have not been able to enlist into the US Military since the early 90's. Sorry.
