The old way is to scrub it clean down to the leather with a nail brush and re-whiten with sports white.
This unfortunately crumbles off with use and makes your pipers jacket white like chalk dust on it.
The best way is to scrub the belt down to the buff leather and spread on Lady esquire whitening.
1 bottle should do it.
Thats what professional soldiers do and lady esquire can be bought in any shoe shop. 1 bottle ought to do it and cost about £5.00. it wont make your doublet white, its flexible and long lasting. it will pick off with sharp metal so be careful once done.

A small tooth brush ,bicarbonate of soda, to remove old whitening
use trainer whitening rather than blanco , if it is truly white.do not soak the leather with water, rather use a minimum to get the job done dry without direct heat.

Any good shoe shop will have a proper whitener for leather, try somewhere like Clarks shoes.
Or alternatively if you still have contacts in the military ask someone from the Provost staff.

If you use general soap/detergent to wash your belt, there is a chance of being damaged. I have been using Leather-Clean for 2 months now. It has some strong power to keep original color & maintain product's moisture. I think Leather-Clean will help you.

As an Ex-military man with ceremonial duties behind me, I use to use a whitener call Blanco, I am not sure if it still readily available, but you can see. Any if that does not work, I would go with a quick drying whitener that they use of trainers.

Use leather cleaner. The best I've found is the stuff that is sold in the shoe aisle of your local drugstore. It is useful for anything leather except suede. Kiwi is a good brand to use.
