Can employers check for a bachelor s degree just from one look at your resume and no interview?
My cousin dropped out of college back in 2012 and she has been struggling to find work. She has over 10 years experience working as a computer technician.But since then every application she s ever sent from 2012 to now she would get a rejection. She can t go back cause she owes his school $2000 in debt she would need to pay to finish which she can t afford since she has no job.
She thinks that she is one an IT Blacklist or some conspiracy. She thinks that employers are doing a background check on her as soon as they get her resume. Which is weird because I know they do it when they hire you.

most employers tend to trust your application if you claim you graduated from high school, have some kind of a degree
if they really want to verify your qualifications they might very well check but all they will possibly be able to learn is if you actually do have a degree
she might have experience in a field she can't seem to get a job so she needs to try for other, lesser jobs if she is desperately in need of a job
something is better than nothing and maybe in the future the job she really has skills for will open up

Employers will verify what is on the resume, or on the job application. If they require a BS degree, or equivalent (recent) experience, your cousin will not make the list of candidates. Since her work experience is now outdated, (the equipment she worked on, the operating systems are no longer in use or supported, if Microsoft OS). Therefore the skills are not of much value in today's market.
She will need to find ANY work, to produce an income, and pay off those old loans, and find a way to go back to college - if nothing else, online like University of Phoenix, Capella, Keller, or over 2000 other online accredited colleges (most also have brick and mortar campuses). Personally, she should rethink IT, and look at other careers. Most businesses have shifted to the cloud, outsourced their IT departments or found cheaper alternatives than maintain an IT staff.
Most business functions, managers, analysts, clerks, have computer skills, and may only have one or two dedicated people to support several hundred people in their office, and may large companies have centralized team that pushes updates and changes over the internet, no longer in each field offices.

She's applying for jobs which evidently require a diploma she doesn't have. And since she's sat on her rear end not working for five years, potential employers peg her level of ambition as zero. Someone who hasn't the tenacity to even get some minimum wage job to save up a measly 2K to finish school is a poor candidate to perform hard work.
Understand, a phone call to the uni will reveal whether she's graduated or not. Lying on her application doesn't look good.

"She thinks that she is one an IT Blacklist or some conspiracy." These delusions are what will keep her unemployed. Get real! It's a tough job market and so many are seeking work for such a long time. Have a good, factual resume and be honest in interviews.

There is no "IT Blacklist" and employers aren't going to pay for a background check until after interviewing you and being interested in hiring you.

"Can employers check for a bachelor s degree just from one look at your resume and no interview?" Yes. Universities routinely verify degrees awarded. It can be done by contacting the university directly, and it can also be done for about $20 by using one's background check company.
"Which is weird because I know they do it when they hire you." Wrong. Many employers check things out before they offer a job. No one wants to hire a liar.

They can contact the school and verify the information.
Or maybe she just isn't that qualified for jobs she is applying for.
