Yes,
you'll need a visa. I'm afraid you'll have to take two shiny $20 bills with you (cash only) and invest about 180 seconds of your time. That's how long it takes to buy the little visa stamp inside the Atarurk Airport in Istanbul. It's valid for 30 days.
The thing you should do is get an *official* cab and drive to the old town, visit the Palace, the mosque etc. Be careful of carpet sellers posing as "free guides" and absolutely bring dog treats if you ever wish to get free advice from me again! Being in Istanbul and not seeing the world's wonders right there would be the high point of human ignorance. It's one of the most beautiful cities in the world.

As of 2014 you now have to get a visa from your local Turkish Consulate or on-line, before you travel.
Several European countries have issued warnings to those travelling to Turkey due to widespread unrest before the upcoming elections on 1st. November.
If your stop-over is in Istanbul, then avoid Tahrir Square and Gezi Park, which have been the scene of violent demonstrations recently. Topkapi Palace, Hagia Sofia (built as a church, converted to a Mosque and now a museum) and the Blue Mosque (Sultanahmet Cami) are definitely worth seeing as is the Grand Bazzar ( Kapalıçarşı).
Note that Topkapi Palace is closed on Tuesdays.

Hello
No, Normally you have to remain on Airport property and normally only as far as the reception lounge, So check with your Airline as to what you will be doing/going whilst on the Layover, But expect them to say that is up to you

If you do need a visa you can probably buy it on the spot.
Turkey is a great place to visit.
