Sunburn itch from hell?

so we found out that my boyfriend right now is suffering from something called hell's itch which is extraordinarily itchy sunburn. Like fire ants under the skin. We can't stand it anymore. I've tried getting some anti itching gel, moisturizing, aloe spray, ibuprofen, antihistamines, hot/cold showers. EVERYTHING! The hot showers seem to help. For about 20 minutes. We have no idea what to do. We need help. I'm starting to wonder if I should take him to the hospital. He can't stay out of the shower for very long before he needs to get back in to make it stop. HELP?

Update:

I should also add, we don't have a bath tub :(

    It's Odd that a HOT Shower would work on HOT Sunburn! Have you tried having him take a bath in Black Tea? (Regular tea, not decaf) Throw a bunch of them in the tub and let the water turn tea color then soak in it. It will kill the burn, and pain. Also cold compresses of Whole Milk with a towel will help too. If none of the above work then yes you should take him to the ER.
