Why can one ask questions if using Windows as an OS but not if using Linux? Is this discrimination?

If so yes but I use Linux almost exclusively and I haven't had problems with answers in a while (groups yes but said groups are full of people either telling their horror stories or threatening to compile our comments into gothic novls).
