Good rod/reel for southern Cali fishing off party boats?
Something versatile for sandbass halibut lingcod maybe yellowtail if I venture down to San Diego. I grew up fishing lakes in the Midwest and it is such a different game.

For sand bass and halibut, a 15 pound rig is fine. For yellowtail -- if it's the 6-8 pound local schoolies, 20 pound test is sufficient, if you're getting into the 10-20 pounders at the islands or out of San Diego, 30 pound line is more appropriate. The 30 pound line is about right for lingcod, too. That's the reason most serious anglers take several outfits with them out on the party boats.
If I was limited to a single outfit, it would be the 20 pound rig. I use a Calstar 270 (8 ft) with a Daiwa SL30SH reel (6.1:1 gear ratio, 4 ball bearings, wonderful drag) but there are lots of other rods and reels which fit the bill. No need for a two-speed reel with anything under 40 or 50 pound line. With that rig I've caught everything from half pound mackerel to a 120 pound marlin, but I generally use it for fish from a couple pounds to about 15, which covers 99% of the local partyboat fish.

A Calstar rod rated 10 to 25 pound line with a 2-speed AVET casting reel would be perfect for the sandies, 'buts, and maybe the yellowtails... you'll need something a lot different for the lings.
