Are there colleges in the USA where you can get a BSc without an essay in English?

Our son has studied at a Community College towards an Assoc. Degree in Computer Science. He has easily passed EVERY technical course he ever took. BUT he failed (several times) the NJ requirement for "English Composition II", where an essay (of more than 10 pages) on a Liberal Arts subject is required. Therefore he cannot obtain in New Jersey ANY academic Technical Degree. This even though his technical knowledge is outstanding. (He was offered a graduate student position at a State University in Computer Science. But again, he would not graduate because of the "English" requirement.)
Are there ANY states in the USA where you can obtain an approved technical degree without having to write a liberal arts type essay?
Our son had a tick bite when he was three with a viral encephalitis (brain inflammation). First three words again when he was nine. Now well recovered, except for an inability to write long essays. High IQ and broad knowledge in many subjects (Economics, Physics, anything Engineering, History, Political Science)

The best suggestion I can offer is to ask if an exemption from the essay requirement or a substitution for it has been requested under the Americans with Disabilities Act due to the medical history. I hope that you will respect my answer. Best wishes.
