Are there colleges in the USA where you can get a BSc without an essay in English?

Our son has studied at a Community College towards an Assoc. Degree in Computer Science. He has easily passed EVERY technical course he ever took. BUT he failed (several times) the NJ requirement for "English Composition II", where an essay (of more than 10 pages) on a Liberal Arts subject is required. Therefore he cannot obtain in New Jersey ANY academic Technical Degree. This even though his technical knowledge is outstanding. (He was offered a graduate student position at a State University in Computer Science. But again, he would not graduate because of the "English" requirement.)

Are there ANY states in the USA where you can obtain an approved technical degree without having to write a liberal arts type essay?

Update:

Our son had a tick bite when he was 3. A viral encephalitis (brain inflammation) followed. First three words again when he was 9. Now fully recovered, except for the inability to write longer essays. Very high IQ and broad knowledge in just about any subject (Economics, Physics, anything Engineering, History, Political Science).

    I think it's more common to only require one composition class rather than two, so if he already has credit for English composition 1, he might be able to transfer out of state and finish his degree somewhere that will not require him to take comp 2.

    On the other hand, anywhere he goes, he may be required to take other classes that involve writing essays or research papers, and this is especially true if he intends to go on to graduate school. I would suggest that he seek help from the writing center on his campus, and possibly also the disabilities office since his encephalitis might qualify him for the kind of accommodations (e.g. extra time for essays) normally afforded to students with learning disabilities such as dyslexia.

    Other than that, there may be non-degree certifications he can get to demonstrate training or proficiency in specific areas. There are technical schools that do offer narrow technical degrees, but the level of instruction is probably below what your son has already had in computer science.
