Is this how budgies play?

I had my budgie for a week but we've been bonding pretty quickly (except night time. All he wants to do is stay on my shoulder and pecks me when I touch him. At day light, he doesn't care if he's on my shoulder or not, and never EVER pecks me EVER when he's active)

Anyways, my budgie's been doing this thing where... he moves from his perch to my fingers and then he gets on my shoulders. After wildly looking around (I don't have much movement, just slowly walking), he gets on my fingers again and then he flies somewhere random. He usually ends up on the floor looking away from me. He then starts chirping... like "Chirp!" "(3 second pause) "Chirp"! "(3 second pause)" etc

I thought he just wanted to be away from me, but when I approach him with my finger out, he comes running back to my finger.

He does this pretty often... if he was scared of me, I would think he would run away when I approach him.

Is he coming to me because my house is a strange place and he's scared? Or is this how some birds play?

Were you playing with him at night? If you are doing that with him at complete darkness, he is scared, he gets on your finger because he wants to go home to somewhere safe. He pecks you because he is scared, and he can't see, so he will use his beak to feel if there is anything at all. If it was dusk or like some darkness, birds eyes will not see when the room or place is kind of dark. They will approach anything to feel safe. He wouldn't run away when he can't see.

birds can't see in these kind of light:

(if the sky is like this when you look out the window, the light is not bright enough for the bird to see.)

If it is completely morning, very bright, he is playing. He wouldn't come to you when he is scared.

    Scared movements:

    thin body, skinny everywhere

dark eyes, with no white color at all,

Crashes everywhere, kind of land wobbly, wings lobsided-different from normal,

    Happy:

    see calm fluffy body,

white color outside, of black iris.

If I didn't have what you were asking, you could identify if the budgie is scared or not, happy means play. You could also check out my answers, or email me if you have any questions.
