My budgie wants to stay on my shoulders at night...?

I got my budgie just 4 days ago... I've been playing with him a lot and named him Romi. He is totally cute but at first he was too scared to want to actively play with me...

He is still kind of scared of his surroundings but perches on my finger and eats out of my hand.

So.. it's night time and for the last two days, after dark and around when he starts getting sleepy, he FIERCELY looks for my shoulders...

At daylight, he likes to perch on my shoulders, but only when I place him there. He usually doesn't climb up there on his own... but at night, he HAS to be on my shoulders or he gets chirpy and bobs his head up and down constantly and when there's an opening, he flies on my shoulders.. sometimes on my hair when he misses. When I put my finger out, he gets on it and I put him down on a table etc.... but he keeps coming at my shoulders. Or else he gets frustrated and keeps looking for ways towards my shoulders (flies to my belly and makes his way up).

At first, I thought we were bonding and I liked the attention but while I was trying to get him off my shoulders, he flew into my face and almost scratched my eyes...

WHY is he wanting to be at my shoulders this desperately at night time?

At night, i'm usually wathcing movies at the computer and I move aroudn frequently, so it must be a terrible sleeping area... I don't understand why Romi wants to be on there so much ONLY at night time... at day time he likes my fingers more and spending time with my dog.

Your bird IS bonding with you. And since you are becoming his buddy, he wants to sleep with you like he would if he were with other birds.

It is cute to have a bird snuggle next to you, but you need to start establishing birdie bed time. I bought my Sun Conure a "hammock" style bird perch and put it in his cage. At night he snuggles next to that. Around 10PM I cover his cage, dim the lights in the room, and turn down the TV. I can hear him clucking in the cage for a few minutes (a contented sound for a Conure), then he goes to sleep. You need to establish a bedtime routine for your bird, too.
