Bring on the Battle of the English Local Authorities - how would you structure this?

This link shows that there are 90 local authority areas that make up England in 2013 :

Now imagine maybe having the top 24 by population competing in a great tournament or short league (and the rest competing in a second trophy contest). Each team is to have a maximum of one player who is not born in the area he is representing and this player is not allowed to score goals for it.

The above is written with football in mind, but cricket, rugby u & l, snooker, darts, athletics and other sports might also have such a battle of English local areas.

How would you like to see this competition structured to make it as good as it can be?

    Well, the top 24 play in pools of 4 each, therefore 6 pools. Those in a pool play against each other, the winner gets 3 points, a tie is 1 point and a loss is 0 points. The first two in a pool after playing against each other go on to the second stage, where they play a knock out stage, till the final two are in the finals.

    Those that are not in the top 24 are out of luck. Who would want to watch some second trophy contest anyway? If you would insist on having some second trophy contest, then you would have a problem because 11 pools of 6 teams each wouldn't be practical for a second round knock out phase, but hey, that's the only option you have then.
