Ward School Politics? What's that?

I just read a book and was wondering what the Author means by "ward school politics".

Here's the complete sentence. The context is "Harlem Renaissance".:

Black Americans arrived in Northern cities in large numbers at a time when centralization had undermined ward school politics...

It probably refers to politics in small voting areas which are called wards in some states and precincts in other states.  It means that it had become much more difficult to rise politically by doing all your political work in your own neighborhood.  It was now necessary to start at least at the citywide level.
