Well, you should definitely get your graphics card changed if you want to play any games or do some photo or video editing. The Intel GMA 3100 integrated graphics card are the worst when it comes to graphics processing. Try to get a NVIDIA GeForce or AMD Radeon graphics card.
One, is the NVIDIA GeForce GTX 550 Ti (US $150) which is the ultimate graphics card for your needs whether it be gaming (casual or high end) and running intense applications and softwares like Adobe Photoshop or Adobe After Effects etc. It should be compatible with your computer and it requires a 400W Power Supply Unit to perform properly.
I think that you should also get your RAM upgraded to atleast 2 or 4 GB. Today's softwares are very demanding and demand a 2 GB or more RAM. Even your Windows Vista requires a 2 GB of RAM to function properly (1 GB is minimum required and 2 GB is recommended). It should come around another US $100-150 depending on memory size and company. Try getting a Corsair or Simmitronics (these are companies) RAM.
Other than that, your computer specifications are quite good.

GAMING...
2x2gb ddr3 (or ddr2, depending on your mobo) 1333mhz RAM..
Radeon HD 6850 / 6870
OCZ ModXStream Pro 600w
Maybe a little out of budget but currently using the onboard graphics
NOT GAMING.
4Gb or 8gb RAM.
Upgrade your processor.
(check mobo CPU support, and do some research on cpus on that socket type.)

Its not two CPU's you have 2 cores :L You need 4GB RAM; go RIPJAW RAM. Erm, the intel 2500 is off its nut, only 4 cores but it can own most 8 cores. its about 229 USD.
