Audio Quality on the telephone.?

Question

I live in Germany, but i follow some american call-in shows, particularly one that is on internet radio, and another one on public access television, both via youtube reposts. 

And what i noticed was that i have a really hard time understanding the callers, due to bad audio quality. I know it is not a problem with the show's equipment, because every now and then a caller comes in crystal clear. 
Is phone quality really that inconsistently bad in America?

I always noticed the same thing. The reason the audio quality is so bad is because most everyone here primarily uses their cell phones, which really have bad sound quality. When it sounds clear, then someone is calling from a landline phone. Landline phones here in America sound great, but the cell phones, those are pretty bad.

it all depends on the phone service that you are using... if you use a land line or cable company phone line the quality should be fine... if you are using a VoIP provider there usually should not be any problems unless you have low bandwidth... 
but i assume that many of those callers are calling in with cell phones and perhaps do not have a decent signal.. or are picking up background noises from passing traffic or people...
