Whats wrong with my golden gourami?

I bout 2 golden gourami's to add to my tropical tank i have not even had them a week and one keeps floating around the tank lying at the bottom of the tank or just sitting at the top of the tank, it is hardly swimming around and when it does it ends up flipping around because it has no strength. i have taken it out the tank and it seems to be doing better on its own but again hardly any movement. i have done all my water checks everything is fine. what can be wrong with it? my other gourami keeps kssing/head butting it when they are together :(

Update:

well my gourami was seperated and medicated (advice from shop i got it from) but sadly died a couple of hours later, they also tested all my water and everything was fine.

    One is bullying the other. Gouramis seem to often be rather terriorial, but not to the point where they harm one another. But there are some exceptions, where one fish goes too far. Also I would say you should do the following:

    More hiding places fine leaved plants are great, but harder to keep than broad leaved plants, which are also OK. They give the fish a sense of security even if they aren't doing a good job of hiding. Also some hollow ornaments that fish can get into, and a few other things such as rocks or bark. The chances are the weaker fish will spend most of its time hiding, but may die of stress if you don't help it, or worse introduce a contagious disease such as white spot.

    Buy some new fish to lighten the burden on the victim fish.

    Few things I need to know first. Size of the tank and how long it has been set up.

    Also, the kissing motion can be 1 of 2 signs.

    1. mating.

    2. agression

    Since I do not think this type of fish mates in this matter, I am sure it is a territorial issue which can be solved in few ways.

    1. more fish of similar size (is able)

    2. more hiding places (caves, plants)

    3. seperate tanks or divider

    It sounds like the other gourami may be bullying it. Try introducing one or two more of the same species. Also make sure it has ample hiding places.
