Treacher Collins Syndrome and Amniotic Band Syndrome have both been suggested – I don't think it's either.

I'm not a medical expert, but I would add this to the list of possibilities: "The Early Amnion Rupture Spectrum" (TEARS). I can see why they use the acronym TEARS instead of EARS.
A similar image is figure 5.87 on page 110 of "Atlas of the Newborn, Volume 1: Neonatal and Perinatal Medicine" by Arnold Rudolph, M.D. You can find the book on amazon.com, and the "Look Inside" feature will let you view that page. Try searching the book for "early amnion rupture spectrum." Apparently, TEARS can also lead to deformities of the limbs. But figure 5.87 is like the image in your link, with the cleft, the bulging eye, and the malformed head.
