The molecule you described is called propenoic acid.  It has two functional groups, the double bond and the carboxylic acid.  When you react it with Cl2, the double bond can undergo an addition reaction creating:

H3C-CH-COOH
........|
........Cl

Remember to follow markovnikov's rule stating that you will obtain the most substituted haloalkane.  

You could also alpha halogenate the carbonyl in basic conditions via an enol mechanism (either in acid or base) and it would yield you the exact same product.
