Am I considered and EU or international student?
I have the French passport, but I do not live in France, I live in Dubai. I've never lived in Europe... and I am doing the IB diploma. When I apply to UK universities, will I be considered as an EU student or International student?

If you by “EU student” mean eligible for the lower “home” rate of fee, the answer is no. In order to qualify you must have been ordinarily resident for the last three years in the European Economic Area, Switzerland or an overseas territory.
The requirements are not the same in all EU member states.

If you have a French passport and live in Dubai as a citizen, that means you have a dual citizenship. You don't have to live in the country to count as a citizen. Apply as an EU student if you are certain you are a French citizen.
