I think my neighbors aren't looking after their dog.?
The dog is constantly whining and howling, it sounds so un-happy. It never leaves the backyard, doesnt go inside ever. The whining and howling sometimes sounds as if when you step on a dogs tale or foot it will give a yelp that it hurt. What can I do?
I live in australia so would the RSPCA do anything about this if I called them?
@jenna bananas - wtf is wrong with you? a dog is unhappy because he is not being cared for and your telling my to go ask the neighbours why is doesn't "shut up". its not the noice it makes me worry, its the reasons why it sounds like its in pain that does.

I agree with Dog lover here. Call the RSPCA and they will look into it first by checking that the animal is healthy. Your identity should be Kept anonymous during this procedure so nothing to worry about there unless you are the only neighbour in the area.
The dog might be healthy just not getting any sort of exercise or attention, I have a dog owner near me that is similar to this. Really nice lady lives with her 2 nice daughters and have 2 dogs that while they are looked after health wise and fed properly are not exercised at all and are left in the small back yard during the day and kept in the Kitchen at night. We have offered to walk them for her but she will not let us. So even just to make sure the dog is healthy get the RSPCA in on the case.

the RSPCA don't confiscate pets that aren't hurt or mistreated. the first thing to do is check on the dog and see if there is a sign of neglect or pain on him. if so, don't hesitate to call the RSPCA.

You can call the cops and have the neighbors face a community disturbance conviction. They will be forced to make sure that there isn't loud crazy noises, specially at night. sometimes you can do this anonymously.

Dont get involved. Its none of your business. Maybe you could go and talk to your neighbors about it and ask them why their dog doesnt shut up.
