Has anyone seen the reflection from a liquid substance on Titan?

Probably methane, but just because there is a reflection does not mean there is liquid.  It could be water ice, or some other reflective material.  The article says liquid hydrocarbons, which are organic substances.  Most likely straight chain alkanes.

From the first sentence of the caption to your picture - ".....confirming the presence of liquid hydrocarbons on a part of the moon dotted with many lake-shaped basins."

I call your attention to the two words, "liquid hydrocarbons".
