Will I lose my NYS TAP and PELL grants, and have to pay them back?
This is my second college semester receiving PELL and my first semester receiving TAP. Last semester I had a 3.47 average. This semester, I was enrolled for 12 credits (4 classes). If I fail a class and only receive 9 credits, will I have to repay the $4200 that I received in TAP and PELL grants?

No, you shouldn't have to. Generally, the only time you have to repay a grant is when you're no longer eligible for the money (you drop below half-time status), or if you received an overpayment. Failing a class does not mean that you have to pay back the money... you still completed the course. However, there are requirements as to the percentage of classes that you must pass (67% of the courses you register for - in your case, you passed 75%). In addition, academic probation can quickly lead to financial aid suspension. If you've simply failed one class though... you should be fine.
