    Newton's third law states: 'For every action there is an equal and opposite reaction'. In this case the action is the air escaping from the balloon and the reaction is the balloon flying away.

    Third law, because the force of the air coming out one way is opposite but proportional to the one being made on the balloon. The balloon is flying in the opposite direction of the where the air is being released.
