Help with harassment, after 18 months divorced?
she claims that I owe her money and the decree plainly states the issues of the final divorce, which I have for over a year now.

If you have, in writing, that you do not owe her money, begin recording when she contacts you in a log. Each time politely tell her that your settlement says otherwise and to cease contacting you.
If she does not stop after say...seven times...approach a lawyer and draft up a nice letter saying that if she continues she will be sued for harassment.
If she continues wait 3-4 more times, log them and repeat the procedure, and then sue.

If she continues harassing you get a no-contact order. She'll have to leave you alone then.
