My Water Bill makes no sense and City Hall will not answer my questions. see details?

I just moved in to a new city and put the water bill in my name. The water comes through the city. I got a bill which covers 6 days and was told it was pro-rated, but is way too high (about $50) to be only for 6 days worth, especially since there were no hookup charges.
The woman at City Hall could not explain why each charge was a unique percent of an entire month's charges, all well above 25%. She also refused to give me the contact information to the computer consultants who handle the billing.
If this was a regular business I would contact the Better Business Bureau, but who regulates Government units? Who do I contact when the local Government will not help?

call the mayors office.  most time when you get a larger than usual bill it's because you have a water leak and to find out if this is true go to your meter, make sure it is your meter,  look on your bill and the meter number should be on it then go to meter and on top of the lid that covers the meter is the number. lift the lid and the meter will have a little circle with a red triangle in it.  turn off all your water inside the house then look and see if the red triangle is spinning.  if so you have a water leak which will run the bill up and it is not your fault and where i live they don't make you pay.
