Why Do Bankers Love Foreign Workers?
Over the past six years, the Banking Industry has requested visas for more than 21,800 foreign workers, included senior vice presidents, corporate lawyers, junior investment analysts and human resources specialists. The average annual salary for those jobs was $90,721, nearly twice the median income for all American households.

The answer to your question consists of several points. I have extracted these points primarily from conversations I have held at parties with colleagues/business partners' spouses.
1. HR has criteria of diversification of their workforce. While these criteria are arbitrary and could rely upon legal residents with foreign roots, there is no incentive for HR to actually look at US employees. In general, word comes thru side channels that "there are indications that so and so manager wants us to look more at 'this' cultural background".
2. According to one HR, there are entire groups that have an uncanny cultural bias, groups whose hiring managers do not even go thru HR to post their positions, rather select directly, bringing someone from their own foreing country and having the HR only process that new employee.
3. Hiring managers who do not have any link to a foreign country may prefer a foreign employee because that foreign employee is more willing to follow orders given that if s/he loses that job s/he would have to go back to that foreign country - a scenario that is obviously highly punitive. Meanwhile, a domestic worker, even one of a foreign background has a lot more options. I have heard a few stories such as this and they always followed an incident where a local worker caused headaches for the hiring manager.
4. Headhunters are capable of managing their own pools of employees and do not have to place the burden of Visa approval on the hiring corporation. I was faced with incessant calss from various headhunters who were aggressively pushing replacement labor at 25% of the cost of my employees. The promise was that the replacement workers would be "willing to work 24 hours a day and cause Zero problems".
When I refused, the headhunters went directly to my superior and attempted to replace me. While that effort was unsuccessful, it caused plenty of problems for me and my family while we had the consider the possibility that I might end up unemployed should I keep rejecting these request.
What I could tell you is that it is not just the foreign workers or the bankers in this scandal. You also have to look at the business infrastructure such as the Headhunters, the internal corporate incentives to HR and the US regulatory environment that offers plenty of loopholes in this regard.

Banking is an international industry. Large banks having branches and subsidiaries overseas have for many decades been sending Americans overseas. During that time they have obviously recruited employees from other countries. As those people are promoted, they sometimes get to work at the head office in the U.S. Knowledge of international markets based on experience would be one reason for hiring such workers. Perhaps their salary would be lower than that of an American who would otherwise be doing that job, perhaps not.
Some of the banks here in the U.S. are foreign banks with headquarters overseas. And some of those foreign banks have been buying up U.S. banks. They are sending people from their home office out to their branches and subsidiaries.
We've got to expect that this works in both directions -- employment for us abroad and employment for others here.

I think it's because they want the one world government. All American's come from a bloodline of revolutionary, self reliant, freedom loving people. We have always fought for our freedom and demand it. They can't accomplish a totalitarian society with American's free spirits there to get in the way and stop it.
So what they are doing is demoralizing us and making us sub-par so that they can get us out of the way to establish a new world order.
A one world government, a fascist regime where the rich get richer and have more control while the people suffer.
I think for the first time in history we are seeing what it is like for a long term fascist takeover to be done non-violently. The people in power are systematically destroying America and then just playing dumb about it.

Everything books wrote about America could be echoed in Britain. For the last decade we have had a government more and more determined to intrude into the smallest area of our private lives and more and more determined to control every single aspect of our behaviour.

I accept as true with you in lots of strategies, yet no longer all. i will supply you the main reason I agree, and then i will supply you the main reason I disagree. the main reason is with the aid of value of existence. You hint at it, yet you do no longer quite get there. you will observe that because of the fact the commencing up of the conflict in Iraq, the only numbers that look to come back up in information comments of the loss of life toll are American, whether the numbers of Iraqi ineffective are far bigger. value of existence shouldn't matter on the place you reside. yet enable's pass into why it quite is important. i think that patriotism provides a reason to value the place you reside. Valuing it over the different usa isn't inherent to patriotism, it quite is inherent to nationalism. Patriotism isn't as stable of a feeling as nationalism, this is what i think of you're conversing approximately specially, however i might say patriotism often leads to nationalist inclinations. Valuing ones' usa makes you prefer to larger it, and that i think of it quite is without doubt one in all the excellent issues approximately living in a democratic republic. to get rid of patriotism is to get rid of this impulse. Edit: truthfully, I comprehend your element, yet I nonetheless take concern with it. Appreciating your fellow people is important, don't get me incorrect (and that i think i've got made that element already), yet that purely is going to date for some human beings. human beings will choose particular people over others, specifically those interior of sight. If there is not any cohesion over a extensive section, which contain with the aid of patriotism, then there would properly be no properly-known to pass by employing. you ought to assert that each and every physique ought to easily treasure each and every individual in the international the two, yet enhancing one section is truly distinctive from enhancing yet another. There must be some style of discrepancy to ascertain that there to be some variety of progression. which skill you ought to get exhilaration from each and every team of folk in a distinctive way, and patriotism is a robust way of doing that, as long because of the fact the human lives are nonetheless valued the two.
