What do the "survey crew" on the side of roads actually do??

I always see men with what looks like some type of camera and signs that say "survey crew" and I am wondering what do they do and what type of company do they work for??

these are typically city/county or state workers depending on the type of road they are working on. they are surveying the road and relative positions for road improvements.
