Digital camera is stating memory full despite deleting all files...?

Question

..Can anyone confirm if this is an error with the Memory card or the camera itself?
With my limited knowledge I would have thought it was the memory card. I have attempted to reset settings, reformat it & delete all files but it makes no difference.

Have checked problem shooting in the manual - no use.
Anyone advise here?
Oh it's a Casio QV-R51 5.0 Mega Pixels approx three years old.

there's not really an error. your files are just not deleted. connect the camera and open the memory card. there should be a folder called DCIM. in this folder there will probably be several other folders with various names. open those folders and delete all teh files inside those folders. DO NOT delete the folders. and DO NOT delete the DCIM folder. 
this should clear up the space.

Without seeing the card or camera its difficult but  I would think it could be one of these problems:
1 The card has the write protection tab set - remove the card and look for a small switch on the side of it. If it has one try moving it to the other position. or
2. The files are protected to stop you deleting them. Check your manual for how to remove this protection. If you have lost the manual try the website for the camera manufacturer they normaly have copies for you to download. or
3 The camera is set to record the images onto the internal memory inside the camera. Normaly only a small amount and so easily filled up. Check the configuration and set it to record to memory card. or
4 The files on the card are corrupted. Remove the card and using a card reader format the card with your PC. Re insert the card and it will recreate the neccessary folders for you. or
5 The card is faulty, try another card or try the card in another camera or
6 If none of these have fixed it take the camera into the shop you bought it from or a good camera shop, smile and ask for help. Most people will help.

If you want to completely clean the card out, connect the camera (with your memory card still in) to your computer.  If you use a PC, click on My Computer and find your camera/memory card on there.  When you click on it, you'll see a folder.  Just delete that folder, safely disconnect your camera, and your memory card should be fine and clean.

have you set protection for the files if so it wont let you format the  card:
try placing the card in another camera (same card format of course) see if you can format then?
if you can camera issue if not card issue !
