How much firepower is needed to evenly crater a planet's surface?
Assume the planet has the diameter of Pluto- about 3,500KM. It doesn't matter too much how big the craters are, though if firepower varies wildly dependent on crater size, it's worth a mention. If possible, please provide answers in terms of megatons/gigatons, but if not, it's not a big deal.
To clarify, by surface I mean 'entire surface', as in every part of the entire planet's surface, cratered to some degree.

One kg of TNT would be enough to create a small, 1 m crater.
If this would be the only one, it would, by definition, be evenly distributed on the whole surface.
