Very easy. Moonfruit.com is pretty good as a try out. It's free to try, and all drag and drop. The basis of it is Macromedia Dreamweaver. Start with their free stuff, and look to develop independently to Dreamweaver when you become more proficient.

It depends on how they want to make it. With pagebuilder sites like Piczo and Freewebs, making a website can take a matter of seconds. However, if they want to learn HTML (Hypertext Markup Language), the basic language of all websites, it depends. Search for 'html tutorials' and you should find some helpful ones out there. Some programs that might help with HTML are Microsoft Frontpage and Dreamweaver, until you know the basics. Once you know the basics, try Notepad.
As for finding a host, you'd be better off with a free host until you know HTML; don't try buying a domain (.com, .org, .net etc.) yet. :-) Geocities, and the advanced version of Freewebs are good for hosting.
You might also be interested in graphic design. A good graphic can change the way a visitor views your website, and their opinion of it. Programs like Photoshop and Paint Shop Pro are quite expensive, but worth it. If you can't afford these, you could try making graphics with Paint, but I'd advise against it. A good resizer is IrfanView, by the way.
I hope all of this helps!

it depends what kinds of website r u making. if u make a professional website, then it would be hard if u don't know how to make it. if u want to make a personal website, it should be less work. besides, u have to consider what types of layout u want. u can either have html or flash or flash+html combination. u can also get some template from website and using some software such as- publisher or inDesign etc. decide what u want to do and here is a great website to learn web developing.

It all depends on the complexity of the site. Just remember to use Tables for layout and keep things simple first time round. Look at w3schools.com

Yes try Rapidweaver or 1&1. Both just like typing here and with a choice of templates to choose from.

easy to make one but hard to make a good one. Try geocities but creating an actual site. use it as a training ground. It would also be good to learn html language too if you want to make professional sites.

www.angelfire.com
Both the above sites are a good starting point.
