Zweiten, ist der Grammatik richtig?

Just hoping whether somebody can help me with two simple questions about German,

Firstly, are any of these right:

Während dem Zweiten Weltkrieg hat man ein neues Konzerthalle eröffnet.

Während der Zweite Weltkrieg hat man ein neues Konzerthalle eröffnet.

Namely, what is grammatically correct with 'dem Zweiten' - I know it's something to do with cases, but can anyone help?

Secondly, when you want to say 'so that paper is recycled', do you say:

so dass Papier recyceln ist

It's mainly because I'm suspect that 'recyceln' is wrong, as it means 'to recycle' and in English I need to say 'recycled', but is that just a quirk??

Will be grateful if anyone could quickly check this ASAP, thanks a lot!! :D
