Possibly because a HIGH percentage of dog-lovers are incompetent in their OWN language. Think about why YOU gave "Come" a capital letter.

So don't expect a dog (the cleverest of which are such as Border Collies, Standard Poodles, German Shepherd Dogs) to compose SENTENCES.
A SIGNAL (such as: raising its hackles; lying on its back; bowing; barking; pulling its lip back to expose its incisors & fangs; raising its tail high; putting a paw over another dog's neck or shoulders; wagging its tail; rumbling; tucking its tail; whining ) is probably a better term for the way dogs communicate. They certainly DO communicate!

Dogs do not communicate by barking, they use body language to communicate with each other.
My dog runs the front fence line like a junkyard dog & I can tell by her barks what is out there. Just people walking by, a dog is out there, someone is at the front fence, car pulled up in driveway, a horse it out there, she is a rather smart dog & I have learned what her barking means. But I watch the body language to know what she wants.
As a Canine Behaviorist it is easy for me to know what my dog wants/needs.

Of course they can! Any bark has a tone, which can tell you information as to breed of dog barking even if you can't see it......it could be a warning bark...like someones at the door or something is in my garden or a calling bark to attract attention of other dogs/people or a bark that says you are not opening the door and I want out to the toilet or an excited bark telling you they are ready for their walk

That`s where you are wrong.
When a person lives with a dog and interacts with it daily, it becomes easy to understand what the dogs different barks and body movements mean. (body language)
Dogs do not communicate in sentences, so the idea of decoding their sounds or bark is just a ridiculous suggestion.

A dog owner that is very `in tune` with their dog CAN decipher what many of the dogs bark sounds mean.
Dogs have different tones and speeds of barks and also an owner can read the dogs body language quite easy.
Dogs do not do sentences. They just come straight to the point.
Only humans communicate in sentences. (well most do).!!!

Some can. I can understand. I can translate my dog's barks. There's one bark that says, "Someone's at the door!" There's another bark that says, "I gotta use the john." There's another bark that says, "I'm outta food and water again, idiot!" There's another bark that says, "PLAY WITH ME!" This sums up everything my dog ever has to say to me in bark. Anything else he has to say to me, he says in one of his other languages, like ways of whining, ways of tail wagging, ways of running back and forth, ways of growling, ways of moaning and sighing, and ways of looking at me.
You know, we think we're hot stuff when we just teach dogs to be housebroken Never mind fetching sticks, playing dead, and whatnot, because most of us don't get any further than housebroken, but we're not complaining because housebroken's like the heavens open and choruses of angels are singing Handel: "HALLELUJAH!" But by the time we're patting ourselves on the back for teaching them to be housebroken, they've already taught us at least 5 to 10 things. They are way better at training us than we are at training them. That's why a dog laughs whenever you say your its master, because the dog knows who's really in charge, who's really the master and who's really the slave.
