Parts of France are in lockdown so your question is based on a false premise.

That's something no one will know until some one does an investigation to see why the no lockdown! You may be right! But it may take a few years for the facts to come out esp if its france or germany the press doesnt have rights like we do here in the USA

Very possibly, yes.   But at this point in the pandemic, a lot of the elderly have already died.   And a lot of people are getting covid vaccinations.   So it's not as bad as the early part of the pandemic.
