in boot menu not sure what to select see below for options [1. hdd/ssd 2. usb 3. odd 4. efi network 0... in order to boot from cd drive

ODD means Optical Disk Drive, ie. the CD or DVD drive. HDD means Hard Disk Drive, ie. the hard drive. If you want to have the ability to boot from a CD then you have to put the ODD higher on the priority list, before the HDD. That way, the computer will check the CD drive first for anything bootable, and if nothing is found it will then move on to the hard drive. You could also move USB to a point before HDD so you can boot from a USB stick if you need to, and just as before if it finds nothing it will then boot from the hard drive.
Network booting is really nothing you would ever have to use unless you had a very involved home computer network. That's more for business and school settings where they want every computer to boot the exact same operating system with the exact same software installed.

Generally the best sequence is ODD (CD/DVD drive) first, and the HDD (Hard disk drive) second. The reason for this is if your computer for some reason will not boot up you can put your Windows disk in the CD/DVD drive and then do a reboot. Once the boot up routine begins and finishes with the BIOS the first thing it will look for is an Operating System in the CD/DVD drive. Since your Windows disk is in there the Setup Routine on the disk will take over and load necessary files. Once that is done it will ask if you want to do a Repair of the OS or perform a full Recovery. A full Recovery in Win 10 gives you the option to save nothing during the recovery, or to save your personal files and reinstall Windows completely. In this option you will lose all installed software and they will need to be reinstalled once the recovery is completely finished. You will also lose all Windows updates and have to let Windows take over that task to reinstall them. Hope this helps!

looks like the cd drive isn't recognized by the BIOS at all. sure it is properly plugged in and connected to power? [Hint: if this is an external drive, you select the usb setting]

In order to boot from cd drive use 1hdd/ssd and make sure you have a bootable cd in the drive .
