Harvey is a reminder that we all need to be prepared for whatever disaster may strike us. Do you and family have a plan and are prepared?
As we see, relief workers and help may not be able to get to you right away. How would you survive? Living in So Fl, I'm as prepared as I can be, but many are not, and this puts a strain on relief help.

Yes I have planned for myself and family, as well as training that would be useful, vehicle selection and area of residence.
The key here is PLANNING. - And most of that should be at City level regarding where housing is permitted to be built. As we are finding out - many of those homes affected are in the flood zone and should not have been built.
This link is a fun game with a very serious message - that is city planning is the best defence against such disasters. In it you can change where buildings are sited, upgrade plumbing and electrical supplies, and site hospitals and refuges in critical areas, then observe the results when the simulation runs a typical disaster. It's very informative.

Many cities offer some form of Community Emergency Response Training (CERT) which trains residents on a variety of topics to help organize your neighborhood in the event of a major disaster. You can contact your local city hall or community center to find out about such programs in your area.
Of course, none of this is going to be very useful in the event of a disaster requiring a full evacuation, such as a hurricane.
