how can i upload photos to icloud faster? they are taking weeks to download?

How many GB? How many photos?
What are your upload and download speeds for your ISP connection?
Are you using Ethernet of WiFi? If it is WiFi, is the WiFi forming a bottleneck - it often does?
Is your actual device the bottleneck?
When I upload photos to my cloud service I normally expect between 1 and 2 GB/hour. My ISP provides 9.5 Mbps upload speed.
As a test, create a Google account and try uploading photos to Google drive. If that is significantly faster, then Apple is the bottleneck. You could also try Microsoft One Drive. These two services offer 15 GB and 5 GB respectively for free.
