All of these answers are accurate. I think the big issue is that if you cannot afford to attend a public university in your state, you won't be able to attend a private university or an out-of-state public university. The least expensive universities are the public ones in-state. The less prestigious the university, the lower the cost. You can look up the in- and out-of-state tuitions for most universities either using a website like collegeview or big future or the university's own website.

Reciprocity agreements simply mean that a university is basically guaranteeing they will accept students for that CC. It does not mean that a student couldn't apply to other schools and get in.

You and your parents need to sit down and discuss the cost of attending college. If your family is low income, you should qualify for financial aid via FAFSA. If you don't know what that is, please get a meeting with your high school counselor and your parents.

The unis listed by your school are those they have transfer agreements with. Those agreements can make transferring easier, but they do not mean you can't transfer to other schools. You are welcome to apply to any unis that you like - in state, out of state, as you wish.

You can transfer to just about any University from a community college. Just make sure you are taking the right courses for the degree program you want to enter. If you know what school you might be transferring too you can ask them directly if they will accept that cc credits. Many of these articulation agreements between schools (Even from different states are online).
