What do iCloud backup from an app?

Like if it's a video/photo app, does all of the videos/photos backed up to iCloud from my iPad?

iCloud backs up your entire device. If you were to lose it, and buy a new iPad, when you restored from iCloud backup, it would come back just like the day it was backed up.
If the videos are inside an app that you have to access online, no. It only backs up the app itself.
If the app puts the data on the iPad, it should be included in the backup.
