There's such a book with this kind of topic?
A book (no matter if it is a fictional story or not ) which highlight an empathy towards the passage of time . Which highlight the importance of memories and the past, but not as unimportant events that have already occurred , but as an essential part of our lives.
To give you an example of what i'm looking for, see the movide "Only Yesterday" from Studio Ghibli, or te japanese comic Yokohama Kaidashi Kikō.

Empathy is the ability to tell what emotions and human being is expressing and, then, to combine that with patterns they express. For the goal of reading their behavior to respond more appropriately by predicting outcomes.
You can't do that with "the passage of time".
I think you mean, is there any boring book that talks all fluffily about time. Where they waste a whole bunch of time reminiscing about the past because their life sucks so hard. Where it shows how important those events were because, since life sucks, we have more control on those things (because of our imagination).
So.
The never ending story, The notebook, that lame movie about the lake house and the time travelers wife.
All books.
But not books, they are chick flicks written on paper.
Otherwise for a proper view on time, read Ekchart Tolle: The Power of Now, confucious: analects, the tao te ching, Sun Bins the art of war and the 33 strategies of war. The only purpose for past events is to teach us how to win in war.
